Billing error not resolved

I’ve been billed for an alleged iPhone I purchased although I never did such thing. Verizon charged the full amount of this alleged device to my bill for $1069, after contacting support numerous times over the past 2 weeks they all say it will be taken care of and removed from my bill although nothing ever happens. This has become to be a headache and a huge waste of my time dealing with this. Why is this such a hassle to get taken care of? Am I going to have to pay for a device I never bought?
