Billing issue and no way to contact support

I’m completing my second month with this company. They’ve yet to get my bill accurate. Despite several calls and visits to my local Verizon stores. It’s hopeless. Now, because my bill is seen as “overdue” (the wrong amount) I am not able to reach a live human agent UNLESS I pay the bogies past due amount or pay a $20 fee to make a payment arrangement. It’s almost laughable how ridiculous this whole thing is. Anyone know how I can talk to a HUMAN (email is ok) ?
