Billing problem

Prior to a trip to Cuba in early November I called Verizon and asked about mobile service there.  I was sold a one month $100 international plan.  When I arrived in Cuba on Nov 4, I recieved a text message telling me there was no international service there and telling me per-use charges.  I made no calls, sent no  texts, and used no data while I was there.  I've tried on two occasions to resolve the $100 dollar charge.  An operator told me a $100 credit had been made to my account.  It wasn't and the charge remains. How can I get this charge removed?
