CANT GET HELP

My bill is over $700 and I have one device and one line . Unfortunately I ordered my phone online (galaxy s24 ultra ) and I paid taxes on it . I picked the unlimited plan and the phone was shipped. The device never arrived and was stuck in transit somewhere.  After realizing the phone would never arrive I had contacted verizon to have a ticket submitted and to have my money refunded that I paid towards the device. Then I went and ordered the same phone but this time for pickup at a local store. Fast forward my phone bill is still charging me for that first device and the service. I am at the point where I can't afford the bill because it'd over $700 at this point and if I want to contact "support" i have to pay a certain amount to have service restored and now they are threatening collections . So to sum everything up . I'm paying for a phone and the service that I don't even have in my possession and which failed to arrive to my house. What should I do ? Should I pay the money and hope that they refund it
