Can’t Get Refund For Phone That Was Never Delivered

We can’t seem to get a refund for a phone that clearly shows in Verizon’s system that it was not delivered. This was part of an upgrade that we paid for and since we did not receive the phone we never turned in the old phone. Now, not only did we pay for the buyout and the upgrade, we are being charged for the new phone even though Verizon knows it was never delivered.
We have spent hours on the phone and have been assured multiple times that this was being taken care of but repeatedly nothing is resolved and nothing changes.
We placed the order on 08/08/2024 for overnight delivery and still we can not get this resolved.
Any suggestions?
