Can't sign up for autopay

Simply cannot enable autopay on my account. A representative over chat helped me remove the old bank account (that is now closed), but no luck enabling autopay on the new account.
We have tried every way possible and not even a rep was able to help me over chat. We tried different browsers, different devices, different links, and different apps, so this is definitely an issue with Verizon's system database.
Seems like this issue goes back decades at this point. What is the solution?
