Charged for Phone I Never Got

On August 5, 2024, I purchased three iPhones through a new customer promotion. However, one of the boxes I received contained only an empty iPhone box that had clearly been opened and was covered in dirty fingerprints.

I contacted Verizon immediately upon discovering this, and have since called at least five times to resolve the matter. Despite repeated assurances from representatives that the issue has been โ€œresolved,โ€ nothing has been done, and now I am being charged for not activating a device that I never received.

I need help with this issue!
