Charged for a service not available in our location

I recently  found out through contact with neighbors that I am being charged about $18 a month more than they pay for DSL service. There is only one service offered here and that is the slowest DSL available from Verizon < than 1 upload and 2.6 upload. I have been paying for enhanced high speed internet that I can't get (wished I could). I called Verizon CS three times, they said they would change the billed amount, which has not happened, but would not credit the overpayments which has been going on for years. Does anyone know how to solve this problem? Thanks for any help !
