I received a credit report, showing outstanding collections for an old closed out Verizion Fios account, from Sept 2017. I logged into my old Fios account and noticed a credit of $0.50 for this same closed out account from Sept 2017. Is there anyone in Verizon who can help resolve this discrepancy???

Contact the three credit bureaus directly. File a dispute. They will remove the error.
verizon and other companies routinely do this. I cannot say if on purpose. However the good part is credit bureaus will not let it stay if it cannot be verified.
