Deployed and Can't Log In

I'm a Marine deployed overseas and suspended my service for the duration of my deployment. But I'm still receiving bills for the service I'm not receiving. I've tried chatting with a customer service representative about this, but it won't let me contact one without logging into my Verizon account (which I can't do, because I can't receive text messages and it requires text verification). Every time I call using someone else's phone (I've tried 1-800-922-0204, 1-800-837-4966, and the international line 1-908-559-4899) they tell me no one is available and the call automatically ends. I've never had so much trouble getting through to a real person.

How can I speak to someone about this billing issue when my service is suspended and I can't log into my account?

We're sorry to read about the issue with your service status while you are overseas, js4482. Did you complete the process to suspend your service on your My Verizon account? ~Peter

I did it on the verizon website in January. I've had no service since then but just received a billing notification via email this month. Still can't log into my account because I can't get text messages.
