When I originated my service I was to be disconnected from Time Warner. The installer said that they (verizon) would notify Time warner to stop my service. They must not have because Time Warner is trying to collect for 3 months of service and have even sent it to a collection agency. What was suppose to me easy has now become a major pain.

Have you contacted Verizon directly to ask about this?

Verizon can not cancel your service with another provider. You the customer must do that.

The vary last question I asked the installer was if I should disconnect the TWC service and his reply was "No", verizon would take care of that.

Might have gotten confused if you where porting a LL over to Verizon then yes the LL would be cancelled from the other provider. But you would still be liable for calling and cancelling all serices.
