Disconnected the FIOS; Still waiting the refund 9 weeks as of now.

I disconnected my FIOS service on about 3rd of December. I was expecting to receive the mail in 4-6 weeks, but now I am on 9th week? I am not sure what's exactly going on. I gotten the second "final" bill thus far.

Please pardon my english due to secondary language, I speak in ASL, by the way.
