Escalation of an issue

Who can I speak to about an issue that I have been having since August. I have spoken to 6 reps, each promising me that it was taken care of. Every time I ask to speak to a supervisor, they tell me they are in a meeting and they will call me back. I have not received a call yet. My issue has not been taken care of.
