Free Phone Credit Issue

My family has been loyal to Verizon for decades, and I decided it was time for me to get my own account. I was promised the free iPhone 16 with a new account/ line, and I decided to get the iPhone 16 Pro Max with the verbal understanding that I’d be paying the difference (roughly $10 a month). But right now I’m being charged $33/month for my device. I’ve spoken with a rep and nothing has changed. I plan to leave Verizon once I’m done paying this phone off. I am paying $110 a month and have been for five months.
