Gift card error remains, no emailed gift card despite talking to gift card department

More than a month ago, I was told to redeem my Verizon gift card for signing up for Fios. Ever since that day, whenever I use the link on my myFios portal, it generates the same error: {"STATUS":"ERROR", "DETAILS":"missing vz_jwt"}. I even called into Verizon, and unlike unfaithful others, was actually able to connect with a gift card department representative who told me I would receive in email the gift card in the next month. Nothing has happened. Can Verizon just do what they contracted to do? I know countless others have encountered the exact same situations. Should we be appealing to the FTC?
