Google product charged to billing account

I got an email earlier this month letting me know my $200 Google credit was available. I logged on added my items to the cart (under $200), got the credit applied, submitted the order, and two days later I got my order. I just got my monthly bill and the google products are being billed to my account. When I called billing support they said I was responsible for it because I selected the "bill to account" option and that it says that on the order confirmation.  However, there was no other option and the bill had the google credit applied at checked out. I tried following the ordering process again since it says I still have the $200 credit and when I tried it, following the same process I did before, it still doesn't allow me to change the billing option. It automatically says "bill to account" with the credit applied.

I am currently trying to get this charge removed from my account. The person on the phone said I could return the google products to get a refund and then re-order the products with the $200 credit that is still on my account. However he wasn't able to guarantee that my products would be accepted w/out their original packaging and that if I re-order, it won't happen again since the "bill to account" is still showing up. I followed up w/ a chat and I was told it was my mistake, assumed I purchased the google product on the wrong websit, and recommended I call and deal with google directly.  After 1.5 hrs, I now have to take more time out of my day to continue following up on this.image
