Have not received refund after disconnect

I disconnected my account in May and have recieved several notifications that my final bill is ready to pay, but my balance is negative. After speaking with a rep in July they said that I should be receiving a refund in August. Yet, I still have no communication as to what is going on. 

It's funny how Verizon expects us to pay our bill immediately, but when it comes time for them to do so, they take their time. I only disconnected because Verizon wasn't available in my area, but I'm second guessing going back to them should I ever move. Frustrating beyond belief.
