In consistent of Verizon agent feedback : Charged with a free phone when adding a new line

As a 12 -year customer with Verizon, it has been increasing disappointed with the service of the Verizon. I told the Verizon agent that I need to add a new line and will subsequently to switch to another number, she promised me that I will get a free phone and the plan will be kept the same.  It has been discussed more than 5 times (one of those was lasted 5 hours). Each time the agents confirmed with me no charge on the phone (will get the credit back to allow the cycle). Until the last time, I was told  I need pay for the phone because of the switching the number. After escalated to the two levels up, they still repeated the same things.  When I asked them to call me back in a day, they never did (more than 10 days now). The inconsistency and lack of the knowledge, as well as the non-professional are really causing all those issues.  I am planning to talk to FCC and local state agency on this.

The free phone deals aren't really free IMO.  From what I've read elsewhere in the forums, you have to pay for the phone upfront, then Verizon pays you back in monthly credits to your bill over 36 months until the credits add up to the phone's cost.  If they won't give you this deal because you also changed your number, that's another thing altogether.
