Incorrect Billing

I just extened my verizon contract for another 2 years.  I signed up on line with an estimated cost of $217.19 for April and $226.62 there after. My April bill is $280.32 which is far more than $217.19.  I called verizon three times today to resolve the problem. After sending the afternoon on the phone, i requested a manager and spent the next 1 1/2 hours on hold.  Any suggestion on how to proceed resolving this problem. I didn't sign up for a $280.32 verzion bill.
