Incorrect billing

I was quoted $270/month in January and assured that that would not change any time soon. 

Feb brought a $385 bill - there was supposed to be a one-time $50 on that. March was 285. April was $304. May just came in at $305. 

I've never had billing be so random. Are they just messing with me?? 

How do I get somebody to review this?
