Making changes via Verizon Central

Has anyone been able to make account changes on the website?  I go to the link that says "Add of Change services" which takes me to a page where I confirm an authorize account access and then I always get a message that says I have to call.  One Cs rep told me " you cannot make changes using the website."  Really? then why is the link there?
