My Account Billing Feature Broken

Since upgrading my service, I've been unable to access my billing feature.  I can log into my account and access all other features.  I've emailed Verizon and was referred to chat.  Chat then referred me to the technical department.  The technical department said I need to talk to someone at the E-Center and they would transfer me, but the call got dropped.  My account was upgraded on 9/24/2014 and I still do not have access to my billing information.  My email account has been verified, so I should have full access to the on-line account features.  Please advise.
