Not Allowed To Upgrade bc Verizon Incorrectly Billing

I have been A loyal customer for over 10 years. I have an iPhone X and Verizon will not allow me to upgrade with monthly payments on a new phone. The reason is after my divorce. My ex-husband separated his line and his grandmothers line from my main account which is under my Social Security number. He then proceeded to not pay $93 on his grandmothers phone and has neglected to pay that. Since this was connected to my Social Security number, Verizon has will not allow me to upgrade my phone while the ex-husband can upgrade his every year without any problems. I have gone years, trying to get this taken care of through Verizon,  literally years trying to get this situated. They will not help me. My phone is dying. I have to keep it plugged in. I just want Verizon to help me. Put that bill on the account that it belongs to not on mine. I am not responsible for it. How is this fair? I pay my bills. 
I am on disability I just had a cornea transplant and Iโ€™m about to have my eighth heart surgery. I just want a new phone so I can take pictures of the things that I love.

 

 I have all conversations and chats with customer service and financial services recorded and documented. All 3 years of my begging Verizon to fix their billing issue and bill the correct person.

And still no help. Why is it it so difficult for Verizon to bill the correct account?!?
