Not receiving promo

It has been four months and I am still not receiving the promo pricing that is in my signed agreement.  I have called at least a dozen times and am told that the rep can see the promo I am supposed to be receiving but they don't know why it isn't reflected on my bill. They say it is a glitch in their system and that I will eventually receive all of the back credits I am owed. Well as it doesn't appear Verizon is all to interested in fixing this I guess my next steps will be to contact the Better Business Bureau and my Attorney General's office to let them know that Verizon feels it is acceptable to offer promotions and then not honor them.
