Payment problem

I had set up a payment arrangement for my bill the first installment was feb 28 and the second was supposed to be 3/ 14 i noticed on the 28 when i paid first part that second part said 3/1 loke the next day. I talked to an agent they reset for 3/13 i i guess that is as far out it could go. But today my ohone service is off and no matter how i try phone or chat it wont let me talk to anyone about this mix up  untill i pay the bill. How can i get a rep to fix this if i cant get a rep is there a special number ?
