Pending order stuck, unable to configure or change account

I've been stuck with what seems to be a fairly common issue with Fios.  

"Your order is pending.  Thank you for placing your order. Check status.  Your curernt plan will be updated in about 5 minutes, and you may then place any additional orders." 

Clicking on the check status feature takes me back to the Fios home page.  I can't make any changes or even quote to look at any changes to my account.   How does this get resolved?  It's been going on for months now.

Fios doesn’t answer any calls. Their chat keeps transferring me. My account still pending also. No one helps. And my internet isn’t even 200mbps when I’m paying for 1 gig
