I spoke to a rep via chat on 11/10 and was told I would be able to return a phone on my plan and the remaining amount of my phone payment would be waived. I asked very detailed questions as it’s past 30 days and there is still 15+ months of payments left. The phone was for a person on my account that no longer is with me and isn’t the nicest person to deal with and is refusing to make his payments on the phone. I am a single mother and cannot afford $100+ extra a month. The representative told me no worries I can just take the phone in to a store and once it’s on my account as turned in I ca. call customer service and have the fees waived. Well now they are telling me different and this is unacceptable as it’s not my fault I was given false information. I believe Verizon should make this right and follow what I was told even if it was incorrect information. Any other reputable company would do so. I’ve reached out to corporate about this issue and now I’m posting it here for others to see as well. If it’s not resolved I will be looking elsewhere for my phone coverage.

The only time I've heard of Verizon taking back a phone after 30 days with payments left on it is when the person who was using it has died. I'm guessing the person who you spoke with originally was at a overseas call center and misunderstood the situation. You have my sympathy with not being able to afford the costs of the other phone, but I can see Verizon's point in not wanting to accept back any and all phones and letting anyone out of a contract if they ask.

I timed out on the cutoff for editing my previous reply... If you know someone who could use a line, an option is to transfer the line and the phone with the existing contract to someone else. With the phone being halfway paid off, they're getting a discount on the device in a sense.
