Price adjustment policy not being honored

On August 20th, I upgraded and purchased an iPhone 15 Pro for $12 across 36 months. That same phone, within 30 days of purchase is now being offered for 7.77 across 36 months or 999.00 retail price. 

What is Verizon’s price adjustment policy? Their chat bot told me itself - 30 days and a live agent can assist me. Well, Verizon’s support agents are being told to only offer customers a return of the phone and that they would charge a restocking fee on top of that. I am a Verizon customer of over ten years and spent two hours tonight with two different reps who would not uphold the price adjustment policy. How should I proceed? Better Business Bureau?
