Refund on returned equipment

Even though internet equipment was returned and acknowledged by Verizon I was
billed the past 19 months at $80.31/mo for the service. Refund was denied because customer service claims there was no phone call requesting “disconnect”. Conversations with the Account Manager assured me this was remedied. Countless hours and customer service agents yielded nothing but frustration.
What are my options? Small claims or Arbitration?
