Refund....still owed

I have been on chat 3 times now and left my number after being told hold times were over one hour with trying to get help by phone ...still no help.  Chat people take 20 mins to answer anything.  Last chat I was told refund credited back to method we were billed by 7/30??  And nothing.  Service was cancelled in May...how do we get our $80 back.  This is ridiculous....
