Refusal to Refund

I ordered 3 devices from Verizon in December 2022 and one of the devices never arrived. I was very frustrated with the customer service that I decided to keep my AT&T account and refund the other 2 devices I ordered. For months I waited on a return label to be sent to me but since I couldn't access a verizon account and they would not send me a physical label or email one, I sat with 2 unused devices in their box for month. After attempting to call, chat, and go into physical stores, a store manager said he would do his best to send them back to a warehouse and "hopefully" I would be refunded. During this time, Verizon was charging me monthly bills as if I were using these devices I tried desperately to return. for the original device order they charged me $160.50, and for the monthly billing they charged me $1273.29. I have only seen one refund from them of $90. They claim they refunded my credit card but after speaking with American Express and reviewing my bank statements, they never did. I have been fighting this battle for over a year and just want my refund although they owe me much more with the amount of interest this charge has accrued. 

Please help.
