Registering Account for Disabled Relative

I have an elderly disabled relative who uses a land line in Massachusetts.  He cannot use a mobile phone or a computer.   He is falling behind on his bills, and I'd like to enroll him in online payment plan with automatic deductions from his savings account.  He has difficulty with speech, cognition, hearing problems, and mobility problems, and is now marooned indoors due to Covid-19. 

He'd like to proceed, and I tried to register him with a My Verizon account, but after I put in his account number and zip code, the screen said it would call him with a temporary PIN.  The system did call my relative with a PIN, but he couldn't hear it.  He has no TTY or other equipment for hearing disabilities.  Without a PIN, I could not register his account and begin automatic bill payments. 

I can't even fill out the form for payment delays for Covid-19, because I can't register him online.

Can anyone help me with this?
