Smartphone line access fee suddenly added after +10 years as a customer. Why??

I have been a Verizon customer for + 10 years with 4 phones on my wireless plan for that time span. My plan is 5G Start with unlimited data across all 4 phone plans.  This month a Smartphone line access fee of $40  was added to 1 of 4 phone lines. Information on Smartphone line access fee is vague at best. 

Why was it now added to the billing on 1 of 4 phones?        

Is this just a under handed way of Verizon giving me a plan discount early in this year of $40 then adding on a fee of $40 to get the bill back to original amount?? It sure as heck seems like it.    I am about at the end of my patience with Verizon. If this fee persists I will be going else where and in a hurry.
