I got the Fios bundle installed on June 5 and then later called them to cancel my services on July 2. 5 days later I called back wondering why I stilled had services and they told me that I never called to get them canceled. That was on July 7th. They then told me that they put in the notes that I had called on the 2nd of July so I would not get charged early cancelation. Verizon then took 248.71 from my bank account. I later got an email that says I owe 248.71 and that I am still getting charged for October.

Verizon has a 30 day money back total satisfaction guarantee. So if you cancelled on the 2nd. And can prove it you owe them nothing.
You see the person you spoke to wanted to preserve your account so that you can be billed and or hit with early termination fees.
contact your state public service commission or Public Utility Commission via a google look up. Mention the 30 day guarantee not being honored, mention the date you called to cancel service, mention you are still being charged for services you have previous cancelled. This state agency regulates Verizon so they will be your best bet.
you may also send a certified return receipt letter to Verizon disputing the whole thing.
call your bank and tell them Verizon fraudulently is billing you and have them first give your money back to you, and second put a block on your account from Verizon charging you again.
