My account was suspended. The notice stated that if the past due balance was paid by 9/22 I would not be charged reactivated fee and I can split the payment. If I make a direct debit payment arrangement for 8/30 and 9/15 in two equal payments, can my service be restored immediately?

you cannot do that here. You must call 1-800-VERIZON and they can assist you there.
