Synchrony refusing PMT?

Balancing my checkbook & shopping throughout the day. I made a payment this morning and after shopping w my card I tried making another payment this afternoon. Synchrony refused online and also on the phone. How is this policy.. much less legal... Not allowing me to make a payment on my account?
