Taxes and Fees Charged for Wrong City

In November 2024, I purchased an additional (fourth) phone for my daughter with the same residence zip code as my other three phones. Since then, I have been charged fees and taxes for a city where I don't live. I've updated my online account with the same billing and service address several times (always the same) but continue to be charged for this other city. Every month since January, I have called when I receive my new bill and customer service continues to report that my account is being looked into and that this issue has escalated "above" them...this has gone on for four months now. Today, I called again and was told that the taxes and fees are determined by the government. For the government to decide what to charge, Verizon has to supply the information that the charges are based on. I'm paying money each month to a city where I do not reside. Please, take care of this issue and correct my account.
