Tried Verizon - service didn't work at my house.

I tried Verizon to see if would work at my house - it didn't work. I returned the phone and disconnected my line within 24 hours. Why do I owe $45 now!?!? The store said if I return the phone and disconnect the line within 3 days it's a "worry free guarantee" and shouldn't owe anything. The customer rep I called basically said the $45 charge is for the time that I used it.. I said for the less than 24 hours I used it where it didn't really work at my house? He said yes.. I said so if I had it for 2 days it would be $90 dollars?!?! He essentially said yes.. if that's what the usage is for. I asked to speak to a manager or supervisor and he basically said no one was available and that he was trained for this type of situation.
This is ridiculous.. how do i escalate this and get the $45 removed from my (old) account (that I didn't have for less than 24 hours)????
