Trying to cancel a payment

I have been on the phone all day on and off trying to cancel a payment because their cancel payment links on the customer billing pay dont work they give you a failure for the comfirmation then tell you try again later so I been doing that all day to ....beyond angry because it was a double charge putting me in a hole for another issue which needs attention.
