Unable to trade in phone after returning new phone

I ordered an iPhone 15 Pro online with a trade in for my iPhone 11. Once I received the 15 Pro, I decided I would prefer the 15 Pro Max. I returned the 15 Pro to a store.
When I now go to order the 15 Pro Max, I am unable to trade-in my 11. It says that it is associated with an existing order, even though that order is now in โreturnedโ status. I have also cancelled the return.
i have tried to connect with Verizon, but the support portal does not work, the scheduled call back person hung up after a minute of spent ignoring me while s/he was opening/closing a gate, and the call-in and chat options have no way to connect to a real person.
