Verizon Connections Discount Does Not Lower Your Bill

I spent two weeks trying to get the Verizon connections discount due to difficulties with the link e-mailed to my work.  I finally got the discount applied to my account only to find that my monthly bill  did not change.  The representative commented that I lost a $10 new customer discount when the connections discount was applied.  Had I known that was going to happen I wouldn't have bothered with the connections discount.  Nobody mentioned to me that this was going to happen during the calls I made to get help with applying the connections discount.   Has anybody else had issues with having the connections discount applied?
