Verizon Fios installation fee charged after the sales rep promised it will be waived !

On February 6 at 12pm (EST) I contacted Verizon about ACP program discount, I was told by the sales rep
that I need to order the service first and then apply ACP discount, which he said he can help me with.

I asked about the fees, he said the installation fee will be waived.

Now I just got the bill and I see the $99 installation fee.

I contacted the customer service (Sam) via online chat today, who said that there's nothing he can do, but he asked me to contact Verizon ACP department who will waive the fee.

When I called the ACP department they said there's nothing they can do about the installation fee either????

So, it looks like the sales rep, the customer service rep and/or ACP don't know! And it looks like I'm not the only one with the same issue. How can this be solved ?
This is ridiculous, should I just cancel the service or what can I do to fix this ?
