Verizon Forward Being Denied

It's been several weeks since I first applied for Verizon Forward and keep getting the runaround. I was previously on ACP. As a Medicaid member, I should be eligible for Verizon Forward, but once again got a denial email, after being approved a few days ago and speaking with 2 reps. I was previously denied because my ACP approval wasn't in the last 180 days, and I couldn't change the application to put me in based on Medicaid. 

I spoke with a rep, she told me they can't resubmit applications and had me apply for Lifeline to be automatically enrolled in Verizon Forward, only to get this denial days after approval. This 2nd denial email has no explanation. I wasn't asked about being on Medicaid or any proof of income.  I need this runaround to stop.  Meanwhile, I'm having to pay higher bills which is difficult on my income. Something needs to get done.
