Verizon not honoring the Google/Nest credit promotion

This is RIDICULOUS...  I have made a dozen calls to Verizon Customer Support over the past 2 months trying to redeem this promotion.
I received multiple emails saying my $200 credit was ready to be redeemed, just follow the link. The link never works and no one at Verizion will follow through to resolve this. All I get is apologies and promises but no results. It can't be that hard to correct this if Verizon wanted to do the right thing for their customers. Obviously they DO NOT want to honor their part of the agreement. I am going to contact the Dept of Consumer Affairs next.
