What do I do when I have chatted with Verizon and tried to have retail store fix promo....but can't.

What do I do when I have chatted with Verizon and tried to have retail store that I got Verizon phone from are unable to fix? I get tired of calling or sometimes chatting because I only get someone that can help about 20-25% of the time. The others seem a waste of time, nothing gets fixed. Seems like the payment contract has tied 2 phone contracts to one phone number so I can't get rebate for the 2nd one. Why the forum because like the other times I have had issues with a rebate not being honored it seemed like I finally got help .
