Whats the point of a payment plan if they shut you off anyway?

Why do they offer a payment plan, charge you $26 per device for the line reactivation fee, and THEN suspend your account before the agreed upon payment date?
I can't even talk with a person about this because they prevent you from talking to a live agent until the bill is paid? This is beyond a joke and I have never been more frustrated over the service being received.
