Wrong bill for the first five months of FIOS

For the first five months of my FIOS contract I have been over-billed by $86 per month each month.  Customer service agrees they are billing me too high a rate but has not fixed it.  They do give me a credit each month but it involves me spending time on it monthly to get the credit.  I have a long list of calls and dates when customer service was contacted.  Does anyone have a contact at FIOS that ca fix this?
