how to file a complaint regarding the price of a "free" phone

I got new phones back in April 23 and was told "free"...  specifically asked about now being under a new contract  and was told no.   Switched to T mobile in December 23 because of poor service in my current area  and was charged $800 for my free phones.   I am aware (now) that the agreement i signed for the phones probably indicated that they were only free if i stayed with verizon for three years.... but i specifically asked the agent and was told no contract..  and don't remember anything being said about a 3 year requirement .   This was done online through chat and  i have a copy of the conversation...

How can  I resolve this issue.
