misrepresentation on billing

Verizon represented that it gave me discounts that lasted through my two year agreement.  Over the past two years I have repeatedly had them confirm that.  But now that my contract is running out I've been billed for the discount amount for the 2nd to last month of my contract.  I called them and they say they can't do anything.  What options are available since I spoke to billing and client retention.  I have emails from them over the past two years that confirm the discounts run through the contract term.  Has anyone else experienced that and what did they do?  The representatives are polite but unhelpful.  I'm looking for alternatives.
