"My Plan" Reflects a Discount That's Not Being Applied to My Bill. Been Trying to Resolve for Close to a Year.

I removed a FIOS router around October of last year and it somehow removed $90 in discounts. After multiple attempts to restore, I conceded to a new $60 discount for FIOS TV (meaning I end up paying $15 more a month to remove a router rental somehow). Now, the $60 discount properly reflects when looking at "My Plan" on the website, but it's not actually being applied to my Bill. I have to call every month to have it manually applied. I've called, chatted, and even contacted the Executive Team contact, but nothing has worked. I've probably called over 20 times and have spent a tremendous amount of time trying to figure this out, but I get bounced around to wrong departments and have ticket after ticket opened with no resolution. I really don't want to switch services, but I'm essentially being forced to due to an inability to resolve a billing issue. I can't even find someone to direct me to the correct department to try and reapply for the discount. Has this ever happened to anyone else, and if so, do you know who can be contacted to help resolve?
